Fugitive Federal Inmate Captured in Dominican Republic After Miami Escape

A fugitive who escaped from federal custody while being transferred to a different facility was apprehended in the Dominican Republic after nearly 50 days on the run.

The U.S. Marshals Service (USMS) and the Federal Bureau of Investigation (FBI) apprehended 47-year-old Sherman Kemp without incident on October 22, 2026.

Kemp escaped from federal custody on September 10, 2026, during a furlough transfer from FCI Miami to Correctional Institution Jesup in Georgia. The circumstances surrounding his escape are under investigation.

The Baltimore native was serving a nearly 30-year prison sentence on drug and firearms charges after pleading guilty in 2008. Kemp gained notoriety in Baltimore as one of the cocaine dealers featured in the 2004 “Stop Snitching” DVD, which discouraged neighborhood residents from cooperating with police or testifying against criminals in court.

According to USMS, the apprehension was carried out by its Dominican Republic Foreign Field Office Fugitive Investigative Unit (FIU), which comprises specially vetted Dominican law enforcement officers assigned from the country's National Directorate for Drug Control (DNCD).

USMS says FIU was “instrumental in locating and apprehending KEMP pursuant to a Dominican deportation order stemming from his outstanding U.S. federal warrant.”

Kemp was turned over to USMS in Miami upon his return to the U.S.

Besides USMS, Homeland Security Investigations Miami, Homeland Security Task Force Miami, and U.S. Attorney’s Offices in the Southern District of Florida, Southern District of Georgia, and Maryland assisted with the investigation.
