Former CISA Employee Pleads Guilty After Working Multiple Federal Jobs
A former Cybersecurity and Infrastructure Security Agency (CISA) employee pleaded guilty to defrauding the government out of $250,000 in connection with holding multiple federal contractor jobs while working for CISA.
Prosecutors say Richeline Anisso Fung concealed the jobs from each other and falsified timesheets which in some cases showed her working 33 hours in a single day.
Multiple Contractor Positions
Fung worked as a full-time CISA employee from September 2016 to October 2025.
Prosecutors say from January 2021 to August 2024, she held multiple federal contractor positions in addition to being a full-time CISA employee –working at various times as a contractor for the Drug Enforcement Administration (DEA), Department of Energy (DOE), Department of Justice (DOJ), Federal Highway Administration (FHWA), U.S. Nuclear Regulatory Commission (NRC), and U.S. Department of Agriculture (USDA).
Some of the contracting jobs were obtained through RAF Pro-Consulting, a Florida company Fung established in 2020.
33 Hours Worked in a Day
According to court documents, the defendant submitted time sheets for her contracting work and routinely overstated her hours. In February 2022 alone, she reported more than 24 hours of work in a single day on 15 occasions. On February 7, 8, 9, and 10, 2022, Fung claimed to work 33 hours each day, while on February 11, she claimed to work 32.
In her guilty plea, Fung admitted to concealing her employment from CISA and the other agencies. She said she moved to Florida and was able to conceal the additional work because she was teleworking.
“Richeline Fung stole a quarter‑million dollars from the American taxpayer, and today she stands as a convicted felon who will be required to pay full restitution,” said U.S. Attorney Jeanine Pirro for the District of Columbia.
This case was investigated by the Offices of the Inspector General for AmeriCorps, the Department of Homeland Security (DHS), the Department of Health and Human Services, and the FBI Washington Field Office.
Fung pleaded guilty to charges of making false, fictitious or fraudulent claims. She is scheduled to be sentenced January 20, 2027.
