Federal Law Enforcement Launches Major Take Downs of Illegal Vaping Devices

Millions of illegal vaping devices and cartridges were seized recently by federal law enforcement officers, as several agencies conducted major crack downs against illegal vaping.

The Department of Health and Human Services (HHS) through the U.S. Food and Drug Administration (FDA) and U.S. Customs and Border Protection (CBP) seized 4.7 million units of unauthorized e-cigarette products, with a street value of $87 million. The seizure occurred in Chicago and is the largest-ever seizure of this kind.

Almost all of the illegal products came into the U.S. from China and lacked mandatory premarket authorization orders from the FDA.

“Many of these products were smuggled in from China circumventing regulations. They often contain undisclosed or untested chemicals, which fail to meet FDA safety standards,” said U.S. Attorney General Pam Bondi at a news conference announcing the seizure.

DEA Seizure

Meanwhile, the Drug Enforcement Administration (DEA) seized more than 2.3 million illegal vape devices and cartridges, more than 100 weapons, and nearly $9 million in currency and assets since September 15, 2025, in Operation Vape Trail. It also arrested 106 people.

“This operation underscores our commitment to protecting Americans from dangerous, deadly, and illegal substances that threaten public safety and national security,” said DEA Administrator Terrance Cole. “Illegal vape products pose hidden risks—especially to young people who often have no idea what these chemicals are that they are inhaling.”

DEA notes that while vaping devices were originally designed for nicotine and marketed as a cigarette alternative, recent data suggests a “significant portion of e-cigarette sales involve illegal substances, highlighting a growing public safety and health concern.” In addition, illegal substances like synthetic marijuana, and synthetic kratom are being sold in vape shops. Many of these products feature bright packaging and imagery inspired by popular cereals, candies, and snacks, which appeal to young people.

Operation Vape Trail is part of a larger collaborative enforcement effort between the U.S. Department of Justice (DOJ), U.S. Department of Homeland Security (DHS), HHS, and the FDA.
