New OPM Director Calls for Modernizing Personnel Systems

Newly-confirmed Director of the U.S. Office of Personnel Management Jeff Pon this week released a welcome message in which he outlined some of his priorities as he overtakes the helm of the agency tasked with managing the human resources needs of the federal workforce.

“We’d like to do a lot of different changes, not at the piecemeal level, but as a whole. “We will come up with different types of personnel systems for occupations. There are a lot of occupations out there that desperately need a whole entire system to surround their success. It’s not just about time to hire, it’s not about how much they get paid, it’s the whole entire thing. It’s make sure we have the whole entire system to help them do what they need to do.”

Pon has stated that OPM will be driven by the overarching goals outlined in the 2019 President’s Management Agenda (PMA). The PMA focuses on eleven main subject areas:

  • Improving Customer Experience With Federal Services
  • Sharing Quality Services
  • Shifting From Low-value to High-value Work
  • Category Management- Leveraging Common Contracts and Best Practices to Drive Savings and Efficiencies
  • Results-oriented Accountability for Grants
  • Getting Payments Right
  • Improving Outcomes Through Federal It Spending Transparency
  • Improve Management of Major Acquisitions
  • Modernize Infrastructure Permitting
  • Security Clearance, Suitability, and Credentialing Reform
  • Improve Transfer of Federally-funded Technologies From Lab-to-market
