FBI Investigating Philadelphia Officer Shooting as “A Terrorist Attack”
In a visit to an FBI Field Office in Pennsylvania this week, Director James Comey said his agency was investigating the recent officer shooting in Philadelphia as “a terrorist attack.”
Police said that the alleged shooter, Edward Archer, had declared allegiance to the Islamic State prior to opening fire on and wounding Officer Jesse Hartnett.
The FBI is investigating whether Archer had communicated with or been inspired by anyone linked to the Islamic State.
The FBI Director said that the manner in which the Islamic State is recruiting individuals to carry out attacks on their own or in small groups presents a dangerous development for the public, as well as a challenge for law enforcement, because of the way they are “crowd-souring terrorism.”
“Your parents' al Qaeda was a group that was focused on national landmarks, sophisticated ... events, carefully chosen operatives, lots of surveillance, and then trying to deliver the big thing. That was al Qaeda's culture,” Director Comey stated. “This is entirely different.”
